Zambia Aviation Sector

The Zambia Aviation Sector consists of four international airports and forty-six aerodromes with varying capacities located throughout the country. The government is also repurposing military airbases for civilian use through the Civil Aviation Authority (CAA). Mbala is a recently repurposed airbase operated by the Zambia Air Force (ZAF). The Kenneth Kaunda International Airport is Zambia’s main gateway to the rest of the world and the only airport that handles air cargo. This is supplemented by three smaller international airports in Ndola, Livingstone, and Mfuwe, as well as secondary airfields in Chipata, Kitwe, Kasama, Mongu, Solwezi, and Mansa.

Zambia does not have a national airline, but it is served by a number of airlines that connect to international routes via Johannesburg, Durban, Cape Town, Addis Abeba, Nairobi, London, Amsterdam, Dubai, and Dar-es-Salaam. Despite the fact that the government announced its intention to relaunch the former Zambia Airways in 2016, plans have yet to materialize despite the identification of an equity partner. Proflight Zambia is a privately owned airline that plans regional flights to Johannesburg and Congo DRC, as well as domestic flights to various locations throughout the country. The country recently adopted a “open sky policy” and is currently promoting the establishment of a Southern African air cargo hub in Lusaka.

The government has launched a program to upgrade the infrastructure at all international airports. This is being done in collaboration with the private sector. Airport developments include runways, terminals, and auxiliary facilities such as hotels, shopping malls, and conference centers. There is also potential for private sector participation in airport development at the identified airfields of Chipata, Kitwe, Kasama, Mongu, Solwezi, and Mansa, though this is expected to take five to ten years.

Zambia Airports Corporation Limited (ZACL) operates international airports in collaboration with the Civil Aviation Authority (CAA), which is part of the Ministry of Transport and Communications. Following recent reforms, ZACL has also taken over national level airstrips.
